  • End-User-Certificate is a document used in importation or exportation of controlled items, products or goods in other to ensure they are used for the main purpose for which they are imported or exported. Controlled items or products are being prevented from re-export or transfer to another country by the guidelines provided in the end-user certificate.

End-User-Certificate is needed before any company can import controlled items or products like small arms and light weapons into Nigeria. These items are components placed under the control of an agency which is authorized to handle such because of the harmful nature of such products which can become a great threat to the security and well-being of any country if they fall into the wrong hands.

In Nigeria, the office of the National Security Adviser is the authorized body that handles an End-User-Certificate and no changes or re-exportation can be made to the products or purpose for which those items are imported without the consent of the (ONSA) Office of the National Security Adviser.

Some of the controlled items or products include the under listed
    • Treated Vehicles
    • Chemicals
    • Fireworks
    • Arms & Ammunition
    • Private Security Gadgets
    • Explosive & Explosive Devices

    • Security Clearance
    • Surveillance & Counter Surveillance Equipment
    • Broadcast Equipment
    • Telecommunication Equipment
    • Any other items that may require End-User-Certificate depending on the country where they are needed.

If you intend to import anything related to all the aforementioned in one way or the other, make sure you get necessary information and get your End-User-Certificate before you proceed to avoid seizure of your products at the port of entry.

To get an End-User-Certificate in Nigeria, your company representative must apply directly from the Office of the National Security Adviser with all necessary documents related to the products you want to import and your company’s registration documents.

So, How Can I Apply For An End User Certificate In Nigeria?

Applying for End User Certificate in Nigeria like I mentioned earlier on, involves visiting the Office of the National Security Adviser (ONSA) to get the process initiated. It is also pertinent to note that End User Certificates are only valid for one (1) year from the date it is issued to you.

    • Applicant will register a profile with the ECIMS which is the End User Certificate Issuance and Management System.
    • The description of the products or items to be imported must be properly filled in the application
    • All necessary documents must be provided including a cover letter
    • Purpose for which the products or items are to be used should be clearly stated during application process
    • Once the End User Certificate is issued, ensure you have it together with other requirements for goods clearing with Custom Service at the Nigerian Ports Authority.

How To Attest the End User Certificate At The UAE Embassy In Nigeria

All the steps highlighted above are to guide you in getting the End-User-Certificate which should come first before talking about attesting or legalizing the End-User-Certificate. After you must have completed the process and received your End User Certificate from the Office of the National Security Adviser, you will then proceed to the Federal Ministry of Foreign Affairs where the End-User-Certificate will be legalized by MOFA.

Note: Legalizing an End-User-Certificate at the Ministry of Foreign Affairs is not a walk in the park because they still need to go back to the Office of the National Security Adviser to verify the authenticity of the EUC…..this cost money because End User Certificates are regarded as a business documents and are always treated differently from other regular documents like educational, marriage or birth certificates.

Never ever falsify an End-User-Certificate, thinking the Ministry of Foreign Affairs will just legalize and give it back to you, this will land you in jail.

Once you are done at the Ministry of Foreign Affairs, you will then make an online payment on the website of the United Arab Emirates (UAE) Embassy.
